Panda Bingo is a bingo-led site with a panda theme applied more lightly than the name suggests. It is operated by ProgressPlay Limited, account number 39335 on the Gambling Commission's register, from Malta.

That has changed since we last reviewed it. The brand previously ran under Grace Media (Gibraltar), a different licensee with different terms, and the move brings a new cashier, a new bonus structure and a different company to deal with if something goes wrong.

That is a 400% match, which is larger than almost anything else in British bingo, where 100% to 200% is the normal range. More importantly, the wagering is four times the bonus, to be met within 30 days.

Four times is worth dwelling on, because this site has spent most of this review's history being compared with sites asking ten. Ten times is the legal maximum in Britain since 19 January 2026, and the great majority of operators price right at that ceiling. A £40 bonus at four times needs £160 of bingo play to clear, where the same bonus at ten times would need £400. On the measure that decides whether a bonus is worth taking, this is among the better offers we have looked at.

The limit on it is conversion: max conversion is one time the bonus, so £40 is the most that can turn into withdrawable money however the bingo goes. Read the offer as up to £40 of real money for a £10 deposit and £160 of play, which is a fair proposition rather than a spectacular one.

Two conditions to note. Skrill and Neteller deposits are excluded, so fund by card. And a withdrawal request voids all active and pending bonuses, so do not cash out halfway through clearing it.

Bingo and slots

Bingo rooms are the point of the site, with the platform's shared slot catalogue alongside them and a run of guaranteed jackpots that our earlier review rated highly. The games are ProgressPlay's rather than this brand's, so they are the same titles its sister sites carry.

What the brand controls is the room schedule, the chat and the promotions, and on a bingo site those are the things that decide whether you stay. We cannot see room traffic from outside, which is the one thing worth checking for yourself in the first week.

What a change of operator means for you

A brand moving platform is not cosmetic. The licence, the cashier, the bonus terms, the support team and the complaints route change with it, even though the name and the rooms look the same.

Here the move brought a different fee structure, a conversion cap of one times the bonus, and an operator with two enforcement outcomes in three years. It also brought that unusually low four times wagering, so it is not all one way. If you held an account under the old operator, the terms you agreed to then are not the terms you are playing under now.

A note on bingo bonuses

Bingo bonuses behave differently from casino bonuses and the difference matters here. Wagering is cleared on bingo tickets, and ticket prices are small, so turning over £160 takes a lot of individual games rather than a handful of spins. That is time rather than money, but it is worth knowing before you take an offer with a deadline on it.

Thirty days is a reasonable window for £160 of bingo. It would not be for a casino bonus of the same size at ten times wagering, which is the comparison that makes this offer look as good as it does.

Getting your money out

The cashier is the platform's, and it carries a charge: Panda Bingo's own withdrawals page states a processing fee of 1% of the amount, up to £3 per withdrawal.

Every time you cash out, in other words, a slice goes back. Take your balance in one amount rather than several. Our earlier review, under the previous operator, recorded a £1.50 charge on withdrawals under £30, so a fee of some kind has followed this brand across both platforms.

One structural point in the platform's favour: your real balance is staked before bonus money, so a deposit you have not yet spent stays withdrawable rather than being locked beneath the offer.

The operator's record

ProgressPlay has been sanctioned twice. On 9 May 2025 the Gambling Commission concluded a licence review and found breaches of the anti-money laundering conditions, including those applying to operators based in foreign jurisdictions, along with failures against the customer interaction provisions of the social responsibility code. The outcome was a warning, a condition requiring a third-party audit within six months, and a £1,000,000 penalty.

On 17 May 2022 the same company paid £175,718 over social responsibility and anti-money laundering failures. Two enforcement outcomes in three years is a pattern rather than an incident, and customer interaction is the provision covering how an operator spots somebody gambling beyond their means.

Panda Bingo takes three out of five, down from the four it held under its previous operator, and the reasons are the move rather than the bingo. It now sits on a platform that charges 1% to withdraw, caps bonus conversion at one times the bonus, and belongs to an operator fined £1,000,000 last year.

Against that, the welcome offer is genuinely one of the better ones in British bingo. Four times wagering where nearly everyone else asks ten is a real advantage, not a marketing line, and £40 of bonus for a £10 deposit is a strong headline even with conversion capped at the same £40.

It suits a bingo player who will clear a bonus properly and cash out in one go. It suits you less if you withdraw in small amounts, because the fee will find you every time.
